I interpret "I am the Chosen One" to mean:

a) I was the one elected by the American people

and/or

b) I was appointed by God for such a time as this

but probably a little of both

Note: I do believe - hope - that most officers are on the up and up, and there are just a few "bad apples".

So when Trump had a majority Republican H.R. and a majority Republican Senate, he didn't have any "flexibility".

He had to wait until he lost the Republican majority in the H.R. so he could then run for a 2nd term in 2020 to gain the "flexibility" that he needs to do his job.
