If he were talking about the business he would have said "it".

I've highlighted some parts so that those who normally only understand 1 word at a time can comprehend better.
"Somebody helped to create
this unbelievable American system that we have that allowed you to thrive. Somebody invested in roads and bridges. If you've got a business–you didn't build
that."
that refers to
this unbelievable American system.
So you're saying that Oby is actually arguing FOR American capitalism
, which is enough of an enormous stretch right there. Then there's all the different types of words which "that" is, pronoun (2), adverb, adjective, conjunction, noun and verb.
The test is to put the phrase you say it represents in the sentence and see what happens: "If you've got a business-you didn't build [this unbelievable American system]". That
does not follow--it's a non-sequitur. Who says they didn't participate physically. In any case, who did build this unbelievable system? Is manual labor the only form of contribution?
And who are the somebodies who "invested in the roads and bridges"? Don't businesses and capitalists pay the lion's share of taxes to "invest" in them, and pay the employees, SOME of whom also pay taxes.
And finally, why doesn't the White House say what you did? I'll tell you, because his base would turn on him for selling out that hallowed "labor built everything and therefore owns everything" socialist/communist principle. The syntax is so nebulous you could play with pronouns (by design) until you had him saying he'd throw his own grandmother under the bus....which....
