Vista does not supply you with a disc from some manufacturers. They are built in to prevent pirating. I have one of those computers and had to restore mine to the original factory settings. Mine is an Acer which has eRecovery which allows you to go into a section and restore it back to the settings. The disc are built in.

You probably didn't install a different operating system too.

I agree Johnnythan in this case, if your OS boots to Win7 , system restore will only restore Windows 7. If there is a manufacturers recover partition and it is intact I suggest that you contact the PC manufacturer because when installing Win7 the drive that held the manufacturers software may have been formatted and consequently the recovery console software would be lost.

problem is i cant reinstall without a disk to do it with!

You are correct .... It seems that with Windows Vista, the manufacturers have not provided a recovery console but instead instruct the buyers to burn an installation disk upon purchase. There was a release candidate of Windows 7 offered from microsoft that will work until the spring of 2010. I am not sure that it is still available. It requires a clean installation so you will have to back up your files. Here is the link
