Some people may not know even minimal post production so it's not fair to have an unfair advantage. If it becomes a problem then rules can always be changed later on. With all due respect Johnny is correct. There are tons of free apps out there and surely everyone has used or presently uses one for their pictures. I for one use it on every shot I take and I have thousands invested in my camera gear. The very nature of digital photography demands some sort of adjustments even when a high end DSLR or even a P & S camera has numerous capabilities built in as Johnny so rightly pointed out. It's just the nature of the beast unfortunately.
As far as being able to " police it " that can be done but it simply isn't worth it for something like this because it would tale the fun out of it. So.... what would I suggest. Same as Johnny. Allow it with the stipulation that it be minimal and go on the honor system. The rest falls on the photographer.

That's almost an understatement. This thread has already had at least one person declaring he'll be voting for the same person every time.
The voting for best pic would simply mirror a voting process in the realm of general politics, and will bring forth the winner and losers for all to admire and criticize, for reasons yet to be exposed....
