Because it's a terrible idea.

Convicted of a crime, go to jail, do your time, then go home and try to start your life again. Persecuting someone by inviting public ridicule and constant harassment serves no purpose whatsoever and is in fact highly counter-productive. It completely precludes any possibility that this person can ever lead any sort of normal, productive life.
