Because power corrupts and they are given power. The ones that gave them power are corrupt too and they want to hold on to that power. If the corrupt ones on the lower level are eradicated, they corrupt on the top lose their buffer. Its all about self serving corruption.

no... the poor only see the corrupt at the bottom thinking that if they protest or raise enough hell, the "good guys" on the top will deal with the corruption on the bottom. They aren't aware of the fact that the corruption stinks all the way to the top thus the futility of their protests. This way, the corrupt at the top keep the innocent busy by making them think they are making progress when in fact, they are just allowing themselves to be singled out for exemplary suppression
