It's not "secret", it sounds like campaign speak to me. What he's saying is that he's against pollution, and will charge people who produce it. Typical coal plants produce a lot of pollution. He can't be everything to everybody. He can't be an environmentalist, and be ok with high-carbon-output energy plants at the same time. He's been very consistent on his carbon policy throughout his campaign.

Ok, let's break this down.
1. Obama is talking about a 'cap & trade' system for carbon emissions. McCain also supports a cap & trade system for carbon emissions.
2. He appears to be talking about building new coal power plants vs. other kinds of power plants. He's not talking specifically about the 'coal' industry, he is talking about new coal power plants under a cap & trade system.

Your link doesn't contain the word 'skyrocket'. And believe it or not, not everyone gets their electricity from coal. The power company here gets their power from nuclear and natural gas and the price isn't ridiculously higher compared to coal, so the idea that making coal power plants more expensive to operate will make electricy prices skyrocket is just plain fearmongering. Hell, if I ever getting around to putting solar panels on my roof I'll probably save money in the long run.

If you pay attention to the NEC and PES, this is a good thing. Sort of.

It will act as a market adjustment, upgrade if you will, to a better technology. Unfortunately marketing structures will be upgraded as well, so you will most likely pay more for the same energy in the long run, but it will be a more stable and safe flow. Less power outages and so on. Heck, what about the whole "internet over powerline" idea I was seeing being developed a while back? It may happen.

And that's it for the good news.

At the end of the whole changeover it will most likely still remain a subsidized industry. A monopoly. We pay more in monopolies.

Not only that, but the best solutions for the American market are usually sideswiped by lower quality yet more cunning competitors.

I estimate paying 25-33% (1/4-1/3) more for arguably equal service.

"Senator Obama has revealed himself to be nothing more than a short- sighted, inexperienced politician willing to say anything to get a vote. But today, the nation's coal industry and those who support it have a better understanding of his true mission, to 'bankrupt' our industry, put tens of thousands out of work and cause unprecedented increases in electricity prices.
