I do not understand what you are asking.

the speed of light in a vacuum is 300 million meters per second. When light is not in a vacuum the speed is slower. The speed depends on the medium. I read an article (which, of course, I cannot cite)that claimed to have captured a photon held it and then released it.

i think it says one 1, yep 1, formula is used for light in any direction.

if we are flying along, how is it possible?
some must be flying with us????

or is all stretching so no matter where you are it looks the same???

As I understand it the speed of light is the same no matter what the speed of its source.
