I think maybe cvchic is actually talking about the bath salts that you dissolve in your bath tub. The ones that are for....bathing.

COME ON!!! Why would they sell bath salts in every store if you can get high on them???? I've never heard such a ridiculous statement!!!

The answer to that, I guess, is that the manufacturer found a loophole. Probably because it says "Not for human consumption" on the package. It's kind of similar to how a convenience store or smoke shop can sell bongs by calling them 'water pipes' and they sell those interesting "tobacco" pipes.
