Does the iPod Shuffle play count add onto the normal count?

Whenever I synch my iPod Shuffle it shows up less as the play count in the library. Does this mean that the iPod Shuffle play count only shows as '20' for example in the iPod Shuffle count and in turn does NOT add onto the '40' (again, for example) play count that is in the library?

Shouldn't the library count then be 60? instead of the 40.. because it's not adding onto the library count?
