I have her waist size and have found the size it has to be at the widest part of the skirt but now im being asked for the lenght? I dunno, I dont want it to short but then will it take away from the style as its called a hipster skirt, anyway I thought if I gave you gals her sizes you could maybe help me out!

28 inch waist is a size 8 here. Too short in that style will make her seem thick around the bum, thighs and hips.

I'm 5'6 and wear no shorter than 3 inches above my knee cap. At the age of me and your g/f that is a proper length.

well I looked in my pattern making chart, your average size 10, is 23 inches from waist to knee.

and most people have 7 inches from waist to hip. so 10 inches is barely going to cover her bum.
If she is long legged, you might be better off going with the longest length. she can always hem it and make it shorter, you can never add length.

you can also use the hand trick to get a rough estimate of how long 18 inches would be, but you have to "feel her up" and it sounds like its a surprise, so i guess using a ruler would be right out basically I know how my hand compares to 6 inches so i can get a pretty good estimate that 18 inches will be three hands long. its not exact but useful for times that a ruler is not around.

My mistake I thought I saw her waist and age at 28.

At 21 she can wear shorter but the risk of short in the style skirt is looking apple bottom.
