---Let me get this straight, Moscow's mayor is using Russia's Air Force to spray the clouds with some kind of chemical to keep it from snowing this winter.....Riiight. If it's even plausible, are there any environment repurcussions?

NO! Clowd seeding has ben with us since wagon wheel days. Regardless the chemical used to prevent the formation of snow over Moscow it WILL snow -->in Moscow <--this winter.
