No error message, it just sends me to a page that says:

You have used 1238 KB of your 2000 KB limit!

The KB doesn't change.

The side bar on the left and Edit Profile options are still there. But the very top part of the TFS screen is black.

And sorry, I'm sometimes PC innept, what's a browser again?

A browser is like IE, Opera, Firefox, Safari...

Is this still an issue?
