If you get a program like Adobe Dreamweaver, you'll be able to throw together a semi-decent site from scratch. If you have to work with raw code in NotePad though, you'll probably not make it all that well, even when using online helpers.

Look for Dreamweaver, it's a neat tool

They are loads of free tutorials out there.
You can use free open source cms, use them with free template files and from there learn slowly how to tweak and customize the template/theme.
https://www.joomla.org
https://www.drupal.org
these websites are offering well documented faqs and an amazing community ready to help you build your website.

If you are using firefox, you have plenty of web development/design free addons.
I recommend firebug, colorpicker to start

As standalone editor, you can try out notepad++ ( i guess you are on windows), it has some good features.

i learned when i was fifteen...so its not that hard...here is a great website.....it shows you how and even lets you try examples of coding.....https://www.w3schools.com/html/DEFAULT.asp so to start from scratch, you obviously learn HTML first and then you start coding in notepad....make sure when you save your work you save with .html at the end so you can open it as a webpage.....its not a real webpage yet it just shows you what it would look like..its like a webpage you can only see.......after your done that then buy a domain name and then everybody can see your website

my boyfriend's a web designer and according to him it's like making a cake: you start from layers, or so he says. It's not that hard. I took a crack at it it wasn't that hard. i layed it out in photoshop and put it together in dreamweaver. It only took me a couple hours. But I know photoshop pretty well, so your knowledge of the program really counts
