You mean a pm with pics?
Yes it can be done as I have had them sent to me (though I don't know how to myself).
Also, it can be done with emails too.

not really. You'd have to copy paste the text, then upload the pics and insert them with img tags.

emails are formated with HTML, and you can't use HTML in the forum.
