If you had a 14-year-old who was caught molesting young girls, would you report him to the police or consider something else?

Police.
Not to lock him away forever, but to work with available resources to get help.
I could not deal with that properly without help.

The deed is done and learning consequences is part of healing/reform/etc.

Covering it up would only lead to "next time"

To my understanding, Jim Bob and Michelle Duggar, didn't really reported their son, Josh, to the police. They just sent him away for awhile.
