When WWII commenced U boats were still stationed at Kiel,but easy accessability to allied bombing,forced the Kriegs Marine to install them in hardened sub pens. Uboat Command, was moved along with the Uboats to le'Orient France and 3 other pens in France ! Kiel being the most heavily bombed city in Germany! (In fact in all of Europe!)
