We're all rich and stuck up. We don't want to associate with people who make under triple figures a year, so Tino charges a small fine and the money goes towards website improvements. Keeps the site going, and keeps the poor out.

If it weren't free you would have been asked to pay when you made an account, so yes, it's free.
