Wow. You picked a good one. I've been looking for a bit and it seems no one actually knows the origin of that phrase.

I've seen this one twice though so there may be some merit to it.

Racoons sometimes get drunk by eating fruit that fell from trees and fermented. Suppose skunks could too. Saw a skunk cross the road in front of me once. He was staggering all over the place. Either drunk or rabid. When he got off the road and into the ditch, I shot him. If he was rabid, he was a danger to others.
