Because a bail -out is designed to get you back on your feet and welfare is designed to pigeon hole people- keeping them poor- The few people I know who have had to get on welfare were stuck. In a bail-out they can continue into other business etc. The welfare system doesn't really allow people to get back on their feet, because it cuts people off when they start working, rather then supplementing their income so they can build their income and net worth back up. Instead of welfare they should have a system that covers or supplements rent, mortgage ,health care when people fall short. In stead welfare waits until after someone loses everything and then give them just enough to survive on,but not enough to advance. Futher more if you start to advance they cut off your welfare and you end up back where you started. A really stupid system , unless of corse you are lazy and content to live on a few hundred dollers a month.
Geez, you hit the nail on the head. They do use "welfare" to pigeon-hole people. The few people I've ever known who have had to have "assistance" -- could not get raises, or work more hours without being cut off and then stuck in the same rut.
It discourages people to try to get out -- because you can work more and more hours -- but you won't get anywhere.
I just wonder why they use such "easy", less-insulting words when it comes to the rich, but such
insulting words -- when it comes to the poor...
