Towing Laws in Kentucky?????????

I am trying to find out more on the towing laws in KY. We had an accident on 8-1 in which our vehicle was towed. We attempted on 8-3 to pick up our truck and the guy told us he didnt think we should get it back and hung up the phone without giving us a price or anything. Does anyone know if he can do that and how long can he keep the truck before it becomes his? Any help would be nice. Thank You
