Obama once asked the Queen of England how she runs such an efficient government. She tells him (or is it Him?) that she surrounds herself with intelligent people.
"How do you know if they're intelligent" asks Obama.
"I give them a simple intelligence test, like this" says the Queen and she picks up the phone and dials Tony Blair.
"Hello?"
"Yes, Tony, I have a question for you" she asks.
"I'm all ears."
"If your mother and father have a child, and its not your brother, and its not your sister, then who is it?"
"Thats easy, its me" He responds.
"Very good. Thank You."
Obama thinks this is a great idea and calls Joe Biden with the same question, "Joe, if your mother and father have a child and it isn't your brother or sister, who is it?"
Biden: "Ill have to get back to you on that one."
So Biden meets with his advisory staff and no one can think of the answer. They break for awhile and Biden runs into Colin Powell. "Hey Colin, if your mother and father have a child and it isn't your brother or sister, who is it?"
"Thats easy, its me" he responds.
"Thanks Colin, I should ve known that" says Biden and he hurries to call Obama back.
"Ive got your answer Barack, the answer is 'Colin Powell'."
"No you idiot!" says Barack. "Its Tony Blair!"

She does have power to overrule parliament but if she ever used it she'd probably be forced to adbicate the throne.
