Drug B

Way over simplifying the math/statistics (and not knowing what animal was used in the clinical trials)...the clinical trials ultimately only present the odds of success, therefore: Drug A has essentially has a 30% chance of success, while B has a 33% chance of success.

In addition I would also provide a drug C, which is a placebo. I would have some of my government minions lie to everyone and state that Drug C (the placebo) when combined with Drug B is 100% effective. (Kind of a BS political role of the dice that might just work...a little).

More importantly I would institute massively tight containment measures to prevent the spread of the disease (quarantines, BSI, etc)...this is what stopped the spread of diseases like SARS and Ebola...
