In the document from the third plenum China decided:

to relax of the one-child policy. A couple in which one parent is an only child will be allowed to have two children

Thirty years ago China was a totalitarian society. Now people can usually work where they want, marry whom they want, travel where they want. People may own property. I suppose before they could not.

"China’s hopelessly corrupt judges are unpopular." The goal will be courts that are not controlled and paid for by local officials.

The document from the third plenum admonishes, “Dare to gnaw through even tough bones, dare to ford dangerous rapids, break through the fetters of ideological concepts with even greater resolution.”

Somehow I think Kung Tz would approve of the figurative language.
