It seems to me that too many of our politicians moinds are loaded with an encyclopedia of knowledge but, it seems, they are mentally endowed with a page of intelligence to guide them.

It takes intelligence to use your knowledge in a productive / proactive way. You can know everything there is to know, but, if you don't know what to do with all that knowledge, you have no intelligence.

Exactly. OP's premise is incorrect. It's called baffle them with bulls***. This does NOT require a large amount of knowledge, or the intelligence to use it.
