Not everyone who complains about Bush is outside of the United States. And, oftentimes, they have just as much right to point out their disillusionment with the guy anyway since his politicial decisions can & do affect other countries.

There are just as many Americans that hate bush as there are English... and it's not just these two nations either, there are plenty of other countries that hate Bush and all he stands for too... why target the UK for your petty revenge?
