This might seem like a stupid question but, so what? Being drunk isn't illegal the last time I checked.

For starters being drunk would explain why he fell when he was pushed. The officer didn't move from his post, so unless he had 6 ft long arms he could not have pushed him to the ground.
He merely pushed him, and he fell - due to the high level of alcohol in his system he lost his balance and fell.

Even if he was drunk, the police officer shouldn't have shoved him to the ground then run off. In fact, if he was obviously drunk then the police should have been MORE careful!

if it was just a simple push, without much force then the alcohol limit might explain his fall and might even excuse the officer who pushed,

bit the push was more like a lunge, i dare say even if he was completely sober or even if he was built like a tank, he would still of fell, so no the alcohol limit doesn't excuse the officers behavior.

And he wasn't driving, so using the drink-driving limit as a measure is a bit irrelevant. Five times the limit is 400 micrograms of alcohol per 100ml of blood. For a man of average body weight this would be about twenty units.
