It's one thing for a coterie of liberals at a late-night Washington soir?e to say that George W. Bush was the worst president in their lifetimes. It's another thing when the same is said by the nation's 238 leading presidential scholars, who have been polled annually for the last 28 years. President Bush ranked worst among modern presidents --and the fifth worst in history, according to the poll by the Siena Research Institute. Ranking first? President Franklin Delano Roosevelt, who led the country from 1933 until his death in 1945.

First, I think you're worldview is understandably suspect since, well, you're in California.
But most suspect is the key word scholar. Scholar, meaning equivalent to professor. And we all know, at least in the liberal arts sections of academia, especially the political and philosophical ones, they are like very intelligent cows, following the herd, unable to explain why. It's like polling any issue and only asking Democrats.
It is the same principle behind the adoption of their escapist philosophical not-to-slight-of-hand, Moral Relativism--the subject of a thread I started in the Religion & Philosophy forum, to which there has yet to be a response, for obvious reasons.
Carter is obviously the most embarrassingly inept president, by far, in history, but Obama has just gotten started and he's doing the exact same stuff Carter did, only in spades.
