This letter stems from an appeal by the Global Network Against Weapons & Nuclear Power in Space, and was written by Pat Murphy. It goes to President, Vice President, all of Congress, and presidential candidate George W. Bush.

To: The President, The Vice President, Your Senators, Your Representatives, George W. Bush

Dear _________________:

Some progress has been made toward achieving nuclear peace in the world, but grave threats and dangers persist.

By threatening to build a National Missile Defense System and by creating doubts about whether it will continue diminishing its nuclear weapons arsenal, the United States Government, whatever its intention, is arousing anxiety throughout the world.

U.S. actions and statements are causing other countries to believe that they must become nuclear powers themselves lest they be at the complete mercy of the world's sole remaining superpower. Because they fear and distrust the U.S., they are unwilling to be at its mercy.

Two clear actions by the United States can reassure the peoples of the world, without in any way weakening the awesome strength the U.S. already possesses.

First, drop all plans to implement the National Missile Defense system. It is provocative, unnecessary, unreliable, and extremely costly.

Second, the President and all concerned should immediately agree to diminish the U.S. nuclear arsenal in the START-III negotiations.
