Extreme example, yes, but it should hammer home that a blanket answer cannot be provided here.

Well, no. You'd call em both to the interview, let us now assume that they give the complete same impression at the interview, there is no telling who would do the job better. Nobody should be given preference in this case but I guess you'd sign the younger one because they have the potential to remain longer.
