Well, here it is. Education you can actually get without going into debt and working two jobs. This bill passed by Oregon State Legislature, USA, will help many students get the education they need. Education pays back to society in many ways far beyond the cost. Money spent by society for education is not an expense, it is an investment.

nothing is technically free, because tax payers pay for it, but as you say, its an investment.

I'll be interesting to see how this plays as it's the only sweeping bill to effect universities in Oregon. I haven't heard anything about community and state colleges as being part of the bill though I haven't read it.

If it works, it could become a model for other states, but it has a high risk of misappropriation of assets and other risks.

It's scary to think that all future funding will be in the hands of investment managers. I mean, it basically acts like a state pension system and look how many states have underfunded pensions and are struggling to meet their obligations. While I like the concept of this, I don't like the method as in the past, this method has failed.

There is a high risk to me involved with this kind of legislation but only time will tell.
