Some of it does. But CO2 becomes carbonic acid when dissolved in water. This is lowering ocean pH. Problem is that shells of coral, snails, etc are made of a basic material and can only exist at certain pH ranges. Ocean acidification is already dissolving shells of some shellfish. Its only getting worse.

What if we add calcium hydroxide to ocean water. That could neutralize the acid from the carbonic acid, and calcium carbonate would sink to the bottom?

yeah, but it would disturb the maritime ecosystem, including ALL the water cycle.
