Possible animal abuse help?

Its possible! you hear of stories where a dog has alerted others to such events, you also hear stories where animals have been ill treated/neglected and other people didn't want to get involved. I called the RSPCA last year on a horse tied up to a fence in a heat wave, it was there at 8.30am and I noticed its bucket was tipped over, by 1pm, it was still there and the heat was unbearable, the bucked was still in the same position and there was NO shelter or shade. so I made the call, within an hour, I got a call back saying the horse had been seen, it was in great condition, the owners were told to move it into shelter and refill the bucket with water. I felt better knowing the horse was checked and it was fine.
