I don't think they were intended to be related in any other way than the 'registration'. It was a dumb idea anyway.

I think the real reasoning behind the registry is so that he can send a list of 'confirmed atheists' to every Christian/JW group in the area so they can constantly try to convert them. That way they can show up at their doorstep on the hour, every hour until they realize that God does exist and the only way to get rid of them would be to pray for the doorbell to break.

But then again, that's just one skunk's opinion.
