If the senators perceive Obama to be moving to mitigate their own power structure, all bets could be off. Would there be a majority? I don't know, but Obama can't afford to alienate or lose any political support in the House or Senate with Democrats at this point and he may lose some.

If it comes to that, or default, his choice is clear.
