Training video looks at needs of female juvenile offenders

More and girls are committing violent crimes like murder, robbery and assault , the number have more then tripled from 36,300 in 1985 to about 121,000 in 2007,according to the federal Office of Juvenile Justice and Delinquency Prevention's most recent count .
The article says the system has always been geared towards boys and dealing with the issues they bring into the system . Up until recently the female juvenile offenders were just ignored .
How can an agency /system that is specifically set up to do one thing, in this instance, deal with juvenile offenders, not notice that the over the space of 22 years the number of female violent offenders were tripling ? All the while thewere being ignored . Some how that does not make any sense. Some one some where had to be doing the math and comming up with the numbers and asking for the funds to house and feed those girls separate from the boys .
It seems that judges and public defenders would notice the numbers increasing over all those year. If as juvenile offenders the girls were not getting any 'help' than logically a large percentage have become adult offenders doesn't it ?
It just boggles the mind that it is state that for more than 25 years , everyone close to problem has 'just ignored it' .
