Saddam Trial Judge to Quit.....

Why does Saddam get this kind of trial, and those locked up at Guantanamo Bay face military
tribunals...... Wouldn't Saddam as a belligerent military leader face a military tribunal too?
How does this work, and who decides?

It's a show trial.
As for the judge quiting he is scared of being killed by evil pro-saddam terrorists.

I can't imagine how Saddam Hussein could possibly get a fair trail in Iraq.
