Yes, unfortunately, that's one of those bastardized words over here. Where you probably still use it in it's literal meaning - something like "striving to promote the basic well-being of individuals in need" - In American English, welfare is often also used to refer to financial aid provided to individuals in need, which is called benefit(s) or welfare benefits in British English. the way you put it 'enough to survive' sounds not that great. But since you don't have to spend money on health insurance it should be more then i think then rght?
