That depends, almost exclusively, on how you stop outsourcing. There are many ways to stop or mitigate outsourcing, and all of them have different consequences.

For instance, if we stopped outsourcing by making the US the most attractive and regulatory lenient country on Earth, we would attract business in droves, but the average standard of living for individual citizens would be destroyed in the process.

If we did it through an all out ban on businesses outsourcing as a prerequisite of operating in this country, then big companies would most likely rather pull out of the US economy all together then to be restricted to dealing in just US currency. Thus leaving only small business, which will turn into large business, which may very well leave as well, and the cycle continues indefinitely.

that can be covered with tariffs
an even playing field.

or it becomes profit for those who move.
we are a big pig consumer.
corporations love our money.

Thats not as easy as it sounds. Its very hard to stop products from individual companies from coming in. You either have a tariff on everything coming out of a country, or look through each container individually, which is time consuming and affects the times products come into your harbor.

The main problem is that company input is directly related to quality of life of the individual.

A lower wage means lower quality of life, and cheaper business.
