Should kids height be used to get "kids meals"?

Actually, most of the restaurants I've been in wouldn't dream of putting some sort of height chart in. It would completely ruin the whole feel of the place.

And rides do it for safety reasons, and certain rides say that children should have an adult with them (I know there is at least 2 at Legoland that have this rule)
