I would agree that people earning a lower income do get vouchers from the government. But all i see where I used to live is those Parents selling them for drink. To be honest there is no excuse my sister has a limited income and she finds it cheaper to buy fruit and veg and make her babies dinner from scratch rather then buying all the processed Cr*p you find in shops. She will buy about ?30 worth of veg and fruit spend a night cooking it all and preparing different meals and then she will put them into portion sizes and freeze them. This sounds like more effort but its not. If you think all she as to do in the morning is get out her food for the day and warm it up.
I wouldn't say it never happens os that's a bit naive, but I don't know anyone who sells them and where I live a lot of people do get the vouchers, myself included. I don't buy veg with mine, instead they go towards the milk bill. They are a good idea but without wishing to sound ungrateful they don't really buy much veg at today's prices.
To be honest and without trying to put your sister down she isn't going to get much nutritional benefit from that frozen veg because from the moment that veg is picked it starts to lose it's nutrients, by the time it's cooked it's lost more, then when froze it pretty much loses all it's goodness. That's not to say she doesn't have the right idea as it's certainly a far more economical method to buy food in bulk and freeze it.
I actually discovered it was beneficial to buy the steam fresh packs. they cost on average ?1 for four bags. One bag is a serving for me and my son, so it work's out at 25p a portion for us both. The best thing is that the nutrients are sealed in within hours of picking so you're not compromising on nutrients or taste. There's also no wastage at all. Obviously I do prefer fresh and will buy it when I need it, but I often found I was throwing half of it away so a very false economy. So now i buy fresh but keep the steam packs in the freezer for when money is a bit tight or I'm in a hurry and can't be bothered to stand preparing veg!
