In grade school we were asked the same question. My response to the teacher was "My other languages are French and Newfie." Canadians, or anyone in general that has been to Newfoundland will know what I mean.

I was very good at Spanish having lived there for three years, but I haven't spoken it in a long time and I have forgotten some now. I speak it better than I can 'hear' it though.

My mother tongue is Swedish. As such, English would be considered "Another language". So yes, I am fluent in another language. It's called English. Or, your way to look at it...
