A natural disaster is the effect of a natural hazard (e.g. flood,(tornado) volcano eruption, earthquake, or landslide) that affects the environment, and leads to financial, environmental and/or human losses.

I think the type of criminal that is being discussed in context of the death penalty falls under the second definition .

I think I agree; crime is a man-made disaster. But it is not just made by criminals.
