It's from the movie the day the earth stood still, a group of scientists were told that UFO was heading towards earth, the man in charge of the briefing said that it was traveling at the speed mentioned above.
0.000621371192 * 3600 = 2.2369362912
2.2369362912 * 3 * 10^7 = 67108088.736 mph (approx. 6.711 * 10^7)
or just divide light speed by 10 (an approximation)
This is around 1/10 light speed.
