I agree with respect.

Fear, implies that there is no collaboration between the people and government.

The government and the people need to work together to benefit all involved.

The thing is about the gunpowder plot was that it wasn't politics that was the reason for the plot, but religion, catholics thinking that by destroying a protestent government the whole country would again turn catholic, and would then be united with Rome. When Guy Fawkes tried to blow up parliament he wasn't trying to show the government the power that the people had (as such is the case with the boston tea party, ganhis protests etc), he was in fact trying to decrease democracy by giving back an overveiw to Rome. So lets not hold this guy on a pedestal for democracy. After all we still burn effigies of him on our bonfire.

Its an interesting quote from an interesting movie. As much as I dislike the government, I understand that such a position is untenable.

Whenever a person or group is afraid of another person or group, they seek to alleviate that fear in some way. Typically this is done in an unhealthy or nonconstructive manner. The government in V for Vendetta almost seems like it was born out of fear of its citizens.
