Possibly. Without the support given to Saddam over the years by the USA, there is no guarantee he would have been as brutal, or, effective in maintaining power. However, I don't think that is what you were really asking though... Could Iraqi people demonstrate under Saddam and live? Not really. Back in the days the USA supplied Saddam Hussein with all the chemical weapons he required, it was not safe for the Iraqi people to complain. Ask the Kurds, they got to see quite a lot of cannisters of lethal US made chemical weapons - Saddam made a habit of dropping each freshly delivered bunch on their heads, something the US government knew was happening. When it comes to the Middle East, the USA is NOT a good guy. Read any book on the Middle East by Fisk, he is hardly a militant lefty, he is a foreign correspondent. He has just happened to see a lot of US intervention and puppet dictator inspired mass murder at close range.
Anyway, as to the OP, I think the USA should never have gone (and my spineless lacky government should not have blindly followed them) , but now they need to stay long enough to fix their mess, if they can.
