Well, that depends on the interpretation. In a political context, 'world' issues often refers to international issues as opposed to domestic.

Still, "having an integral role in the future of the Middle East" does in no way equal "having the fate of the world in your hands."

The POTUS is significant and powerful, but he doesn't have the fate of the world in his hands. He's not all-powerful. His powers within the US are extremely limited, not to mention abroad.
