Why Bush could win the second election in 2004

so many people disagree Bush's policies toward internal economy and external wars ,but I am wondering why he could win his second election in 2004?

Bush won in 2004 for a bunch of reasons.

The main reason, IMO, is that the person he was running against, John Kerry, was an ineffectual flip-flopper who appeared to be on both sides of every issue. He had a "war hero" reputation that got thoroughly thrashed by special interest groups.

And he seemed like a whiny little rich kid.

While you might see more press and hear more headlines about people being unhappy with Bush, the reality is that a huge chunk of the country - those traditional, religious folk that make up the bulk of the population outside densely-populated urban areas - really, really love Bush.

If you look at a map of how people voted in 2004, you will notice a clear, clear pattern: the more densely populated an area is, the more likely it is to have voted Democrat. As it turned out, having only the "big city" vote wasn't quite enough to get Kerry elected.
