GIMP if you want something very Photoshop-like and powerful.

Serif PhotoPlus is very good, too.

Suggesting that she illegally download pirated copies of commercial software that often contains viruses, worms, trojans, or bots using a program that is known for installing adware and being tracked by the authorities is terrible.

Yeah. I got my pirated copy from a trusted friend who works in IT, and so far it's been working just fine.
