I always start with a lead capture page and sometimes do fairly well with traffic exchanges and safelists. Be aware of others promoting the same product with similar pages as redundant ads get ignored.

Advertise your website using social media. Whatever your website is for, make a fanpage on facebook for it aswell and put links back to your actual website. Do the same with twitter. Tweet about your website and add a link so it is easy for people to get there. You would be surprised how well you can generate people through facebook and twitter.

direct mail can work as long as you have a specific target market to buy a data list for
forum site relating directly to your web topic are a good start
email blasts are very hard to use in a cold approach due to spam filters

Establish a web presence. It may take a while to be considered an expert or worth viewing, but it will last forever. Also look into text marketing, guest blogging, youtube, twitter and facebook. They are a good place to start, but I'm no expert.
